The author of the article, Marc Holzer, in his work compares the
effectiveness of the village administration activity of a professional village
Manager and a practical mayor. The author claims that it is cheaper to have a
full-time village Manager than a mayor. Municipal executive authorities,
professional village and city managers, in contrast to municipal executive authorities,
provide a wide range of effective services: law enforcement, fire protection,
parks and recreation areas, highways and sidewalks, building permits, water
supply, etc.

The author gives different opinions about city, town and village
managers. Robert Behn of the Harvard Kennedy school argues which the
municipality needs management professionals to minimize corruption. City, town
and village managers are well aware of the best promising areas that their
municipalities can profitably take.

Leroy Harlow, a practitioner and scholar of urban governance noted that:
"the positions of mayor and city Manager are sometimes confused in the
public mind. The difference is that a city Manager is not a politician. A city
Manager is an official appointed by the city's administrative Manager in the
form of a Council-Manager of the city government. The city Manager is well
aware of the best projects that their municipalities could benefit from.

The duties of city- Manager are:

-the appointment or dismissal of city employees,

-the management and supervision of the administration of all
departments, departments and institutions of the city,

-to participate in discussions, ensure compliance with the laws and
regulations of the city,

-to inform the council and the public about the financial, administrative
situation and activities of the city administration.

Municipal managers are highly capable professionals whose dedication to
public service has led them to hard work, which they do very well and do for
less money than their skills could get in the private sector market.
